In a small saucepan, combine sugar, gulaman, 1 cup buko juice and lychee juice. Let gulaman expand.
Over low fire, stir mixture constantly until sugar and gulaman dissolve. Pour into an 8 inch square serving dish. Remove from fire.
Stir in lychees, buko meat and 2 cups buko juice, then refrigerated to set. Mix in red food coloring if desired.
In a small mixing bowl, whip cream with a fork or electric mixer at medium speed for 2 minutes. Spread cream on top of set gulaman mixture.
